Hans Graf served as Luckenwalde's municipal architect from 1914 onwards. He was largely responsible for the design of many buildings that exemplify the architectural language of early Modernism. In 1933, he was appointed head of the town's building authority.
Hans Graf died shortly after the end of the Second World War, having taken his own life. While the circumstances of his death do not, in themselves, establish his political views or actions, his senior position within the municipal administration during the Nazi period suggests that he was an active member of the building administration under the National Socialist regime.
